  4.     Security forces have killed thousands of independence
  5. fighters in East Timor since 1976, when Indonesia annexed the
  6. former Portuguese territory, but there was no significant outcry
  7. from world opinion. This time it may be different.

  9.     Indonesian troops opened fire two weeks ago on a crowd of
  10. 1,000 marching in memory of a militant student at a cemetery in
  11. Dili, the capital of the province. According to various
  12. estimates, the soldiers' weapons killed 19 to 200 people.

  14.     Two American journalists witnessed the attack and, though
  15. they were beaten, escaped to report it. Outrage followed
  16. swiftly last week. The European Parliament called for an arms
  17. embargo on Indonesia. The Netherlands, which heads an aid
  18. consortium for Indonesia, halted new assistance, and there were
  19. street demonstrations in Portugal.
